The industrial revolution made it possible for industrialists to accrue basically unlimited wealth. They started buying out organs of government power (mostly senators at first) from the second half of the nineteenth century. At the turn of the century they were pushed back, but this just shifted the locus of power from industrialists (whose power had been legislatively checked) to financiers (who are insulated from competition by the simple fact that they are not selling products and thus don't have limits at which the gov will be like "okay you're a trust now, time to break you up"). The gov turned the money printer on to fund WWI, but then by trying to control inflation afterwards they triggered the deflation of the Great Depression. WWII and FDR's regime centralized the federal gov to previously unseen levels and they began handing out huge contracts to private companies; from then on they realized that it was easier and more profitable to govern for the sake of money than for the sake of their constituents. You don't sue poor people, and you don't cater to their economic interests either
