As it shown the federation decision body is composed of representatives from both the earth and colonies with a bureaucratic system to carry out the will of the congress (the titan was one of that bureaucratic agency when it came down to it)

The only thing seems to be point toward colonies being shat on in the main series by the actual proper federation is mostly from Z with people complaining how the Federation isn't reacting to colonies' complains at all

Though to be fair, the tone seems to be more of reflection of Japan politic with it being a democratic state, but the head of the state might as well not have existed at all. The function of the state more or less run a self even with it being a democracy
