CGI software is focuses on high quality. Across all categories including visuals, choreography, and movement, etc the are much more options. CGI software will always look better than a game engine of the same era.

MS igloo was released around 2003. What game engines were people using around that time? Dreamcast, Gamecube, and PS2. Look at Gundam games made for those systems (pic related). Ms igloo anime definitely looks better than those games.

Game engines focus on real time performance. They are focused on making sure the visuals stay above a certain FPS, and use the hardware efficiently. Options for visuals and character movements will be "hardware limited". For example, if the hardware can't handle more than 20 people on screen at once, then there's nothing you can do about it.

(CGI software has no such limitations. You just gotta render it.)

The plus side is that Game engines are financially much cheaper, quicker to animate, and faster to use. That's why Sunrise could make Requiem for Veneagence so quickly. Just think of Requiem anime as a PS4 game...a "non-interactive" PS4 game.
