There wasn't any evidence of him being gang affiliated or doing anything other than jump the border before this. Only reason he got a taxpayer flight was because Texas decided to flood New York's immigration services with bus migrants and they were trying to lighten the load on the city's resources. They literally just gave him the same offer Texas has been giving people that lands them in NYC.
