Option 1: Reduce cruise control a half mph at every stop light or other traffic slowdown until they rage and floor it past me and if I'm lucky wind up in a ditch for my amusement.
Option 2: If there's traffic in the other lane try to find someone who's going a respectable speed and pace them loosely enough that it seems unintentional but without ever leaving the tailgater a gap to change lanes.
In either case the key is to never visibly acknowledge or notice them so in their mind you're an obstacle and not someone who they're in a fight with.

Option 1: Scrape them off with other traffic in their lane.
Option 2: Gradually speed up until they suddenly realize they're doing 70 in a 45 and slam on the brakes, then continue as normal.
