The assumption is that if you're working on the timing chain/belt then you are either a professional or a person with the technical knowledge and tools to remove the bumper, get the radiator and coolant tank out of the way, get the car up and a wheel off to access the timing cover, and bring the engine forward. Cars are assembled in a way that makes manufacturing cheaper and easier, not in a way that optimizes ease of repair. That's just life. Does this inconvenience the rare 4th owner of the 14 year old german car that actually wants to do his own timing? Of course! But why would Germoid-HQ care?
