I'm a consultant and several of my clients are government entities, so I happen to have some insight on this. It's a lot. Like, imagine the worst case. It's worse than that.
The big issue is Cost+. Government/military contractors are so used to decades of Cost+ that they can't even function without it. I'll give you a really short explanation of how it works. You have a budget and a timeline, but this will be extended when you hit certain milestones by certain dates. This, on the surface, makes sense. For instance, you're contracted to design a building. At 35% you get more time and funding, at 65%, even more, at 90% even more, at IFC, you get the last of it (these are common milestone targets).
Here's the big issue. It incentivizes contractors to use up 100% of their funds and take up 100% of that time to barely meet minimum milestones. It does NOT exclude the possibility that after say, 35%, you will have to do some rework because while doing the 65% submission you found that your earlier work was trash and won't work. It also gives the contractor an opportunity to pile on change orders to increase funding/time/change scope.
This is how something like the ULA gets funded like five billion and ends up being more than a decade late, four times over budget, and still not producing reliable rockets, while SpaceX did it in a third the time and cost (probably less).
