Except they don't. Pretty much every european army uses the Carinthia system, which is just two waterproof sleeping bags. The US army uses the MSS, which is three (I think?) non-waterproof sleeping bags and a waterproof outside bag, that, while called a "bivy bag" is completely different from the tiny "bivy" tents OP is talking about - it doesn't close up (it's basically a sleeping bag without insulation), it doesn't have a frame, and it's meant to fit tightly.
Bivy tents are a meme for people who obsess with "needing" a tent to camp, yet don't want o haul a full-size tent.
