I apologize, yes you're right, it would not necessarily be "forced" like a prison gang. But it would be last resort, and people who have no other option typically don't do a very good job of whatever task they are charitably given. Also, they would feel very low on the social ladder, and this would make them even more prone to acting out against the society they feel "undervalued by" by doing a poor job of caring for the common areas.
Thus the common areas would fall into disrepair. We see this already in many housing projects, many of which are in America.
The psychology requires that they feel as if they have "won" at something, or at least "survived through ability", or have failed themselves entirely (thus avoiding the problem of someone attacking a system which they are convinced has victimized them).
Needing to be eligible for UBI also is problematic: recipients would have to believe that all of the WEALTHY high-status people also received the same amount every month, but, due to EXCEPTIONAL cleverness, THEY managed to make millions and millions using the same "Great Crypto Market": that way, they see wealthy people as possible gurus instead of oppressors. But they would have to really believe that absolutely everyone received UBI, otherwise they would feel marginalized and lash out.
Starvation could be a problem, especially for crime, but this is not to suggest that basic public utilities like law enforcement wouldn't exist. If people starve, they die, and their bodies are carted away. We have in europe very nice street cleaners in many places. This is just a proposal to reduce the amount of violence and crime already prevalent in the welfare-receiving population, as well as prepare for the inevitable mass unemployment that will result from the economic implementation of AI in the service sector.
