Best you can do in arid environment is to try to create small lakes or to enhance groundwater absorption, which would get refilled during flash floods. Such reservoirs could sustain localized oases surrounded by dead land
Most scrubs and plants adapted to the desert are essentially in stasis, not growing, just bidding their time until the next rain
