Yes, this is one of the reasons being discussed, albeit it should be noted that exporting your talent to Europe has only become relevant in the past 30 years or so. South America was competitive even while their talent played locally before the gap in resources in club football became insurmountable.

Probably the real reason, but it shouldn't be getting worse in the world stage when their neighbours finally start to become competition.

Italy's latest WC win is also relatively recent.
If anything, Italy has always been highly inconsistent and it only has the same amount of wins as Germany due to winning twice with a bunch of asterisks attached early on.
Germany on the other hand has been way more consistent and their last early WC exits are a first in their history since the 50s.
