Here's the commonly understood definition, one even you could agree with.

That is fairly narrow and specific type of game, and one that doesn't really encompass RPGs in all their variety, many which have no violence at all, and all of which far exceed that specific criteria.

Not even in the slightest. Can't call D&D that. Can't describe VtM as that. GURPS definitely not. CoC is a no. Ryuutama makes your premise laughable. The best I can give you is if you're trapped playing WFRP with the worst kind of GM.
