Yes, the GM designing templates is one of the "best practices" that makes the game more accessible for the player side.

It is not for "new players only", i can see your confusion from my last post starement because i wasn't clear enough: thet are all new players need, advanced guys (being more independent) can discard the templates but they still have them as the reference on what type of pc are a good fit for the game. If the table is VERY reliable and willing you may just toss the books at them with a rough indication of the thematics and some hard limitations but that's the exception an not the norm.

The GM doesn't have to go through ALL the books, only the ones he needs:
- Basic sets: strictly you need only these 2 but this way you're forced to build your game from the ground up (being a GENERIC rulesystem of course), to avoid this you have...
- Setting splats: these make ALL the work for you, including templates, referencing what you need from the basic sets.
- Genre splats: these are a midway between the Basic and the Setting, they reduce by a lot the GM workload and also have more generic templates ready to go.
- Expansion splats: these contain extras to plug-in in your game and by such fully optional, they are the only books a GM may want to inspect for selectively pick anything of interest but only if he wants to telescope-in the level of details (of for vary exotic game premises).

The issue in "presentation" is that gurps doesn't explicitly guide through this process (that's why books like "How to be a GURPS GM" exist), if you start with gurps with 0 experience in running ttrpgs and no guidance you'll be in troubles.
