They can be somewhat difficult in that they can end up functionally a mish-mash of every other background if you're not careful. But that's also what can end up making them most interesting narratively. I tend to make them the info-dump NPCs about the local campaign setting - it's a useful function they're uniquely built to fill. Might as well.
Too often I like to make them the older generation with capital (in whatever form), willing to help (at least the PC), but unwilling, or unable, to effectively part with their accumulated power and wealth. That, in itself, manages to create tension sooner or later, the game being Vampire.

I'm thinking that current campaign is coming to an end soon - if we can stop rescheduling games - but one current player has been playing a setite I really dig. Good to a fault, but perfectly unbearable to everyone around for it. Tight act, but he's been playing it really well, I find. No touchstones left alive.
One was tied to "unwavering resolve", whom he basically led to death by full support against local political corruption. I liked that everyone (touchstone included) could see where things were going, yet no one was willing to back down in that process. Again, that tight act between "That fight is bigger than us", and being an opinionated asshole that refuses to compromise, whatever the cost.

On the one hand, that catty clique vision of Toreadors is one for which I never had much affinity... on the other I can totally see the potential for both hilariously campy and yet humanly revolting wars of attrition over the most shallow reasons (She did not come to salute /me/! Let's cross gazes until she looks down at her shoes in shame!).
