Yes and I major part of kislev's identity is ice magic and that they worship a bear. Much like how the empire is gunpowder, steel, and sigmar and brettonia are knights, chivalry, and the lady. You're confusing an aesthetic for an identity. If you took the holy roman empire parts of the empire out it would still be distinct from all the factions, if you took the French and arthurian legends out of brettonia it would still be distinct from the other faction.
