Some. I figured out a framework for exploration XP and worked out why my players won't just be able to hop on a raft and sale the fuck out of The Pitt: New York Edition. I still don't know how the fuck I'm going to put the hex map together or how big it'll wind up being.

It takes place in a massively expanded Manehattan; the island was built waaay out into the ocean and most of the city now sits on a gigantic tidal-electric facility. Back before the war there was actually a second level - a large cloud city - which pulled duty as a huge weather and tidal control station to actually run the plant below. When the bombs fell most of them got eaten by the upper layer, leaving the lower city largely intact, although part of the weather station floated off to the west and still sends storms in to blast the town. A quarter of the city proper is shrouded in fog from where the old cloud buildings fell.

The city is roughly divided into four 'Districts.' The Warden District, which is run by the largest single power in the city. They control all the land access, and primarily do work as slavers and salvage traders. They funnel new blood into the city and disrupt all the smaller gangs when things get too stable, and primarily siphon salvage and raw materials off of people desperate enough to sell to them. Then there's the Fallen District with all the fog. The Boroughs are where most of the bog standard gang activity is. Everyone breaks up into bands, stakes out territory, shoots at each other, etc. Last is the Shallows/Flood District which... is almost sorta chill. There are some actual settlements here that hunt mirelurks and fish, and several of the local gangs have declared a demilitarized zone around them to keep their food from being disrupted.

Also it's coastal Pitt. Life there is terrible, and if people could leave they would. I expect my players will mostly be trying to escape but I sorta hope they stick around to play kingmaker.
