They have more or less been retconned as reservists, their armor and BS/WS is now pretty close to that of Aspect Warriors, and they train fairly often, just not as much as Aspect Warriors

9 out of 10 times the Eldar can retrieve the soulstone off a corpse before anything bad happens to it. As to why they would even risk fighting in the first place, they have a psychological need to get their hands bloody at least once every few centuries, and just murdering a bunch of chained prisoners is too edgy for them, so they have to strike out against those who have slighted them in some way and have at least a chance of fighting back
