The herd, about two thousand in number, rushed down the steep bank into the lake and were drowned.

^This passage seems to indicate that the demons were trying to bargain to remain in the land, in a diminished capacity, and they weren't intending to be drowned. However, the pigs went mad, sensing the evil presence, and stampeded, and drowned, and it came to the same effect as being banished though. I think it's likely intended to show Jesus' authority, that not only could He banish the spirits, he could also transfer them to a different body. It also demonstrated Jesus' foresight, that it is implied he foresaw the pigs' response to the demonic threat, and also simultaneously, served to chastise the swineherds who were not obeying Mosaic law.
