To be Devil's advocate, there's a ton of reasons why this could be the case and not just for TC;
>People 'voting with their dollar' on shit they like
>People pledging and forgetting
>People pledging when they had money / free time / etc but who no longer have that by the time the game comes out
>People sitting home with a copy of the rules and models but can't find anyone to play it with
The last point is especially common. In my LGS, which is IMO one of the best for indies in the state, most indie games usually still have only a handful of players and a ton of those flake - either because they play 15 different wargames with bigger communities or because they chase every new game that comes across.
I've been on the bad end of this with:
>Blood & Valor (dozen people interested, only two consistent players)
>Aeronautica (literal dead game, but same)
>Reign in Hell (same)
>Black Powder Red Earth (like 5 players)
>Frostgrave (like 5 players and no one agrees on which houserules to use if any)
And so on. Wasn't a part of it but saw the same happen to that Venetian Mordheim type game with canals.

The only exception I've seen at my store is Turnip, as someone else mentioned, which sadly I don't play.

Generally as far of playerbases the pecking order is Infinity / 40k / AOS, then Old World & Star Wars, then ASOIAF, then 80 feet of shit, then indie games.
