I'd argue it's not. Chaos is mostly leftover influence from WHF mixed with 2000 AD's brief flitting with the Khaos shit from works like Nemesis the Warlock, leaning heavily upon the idea that future humanity's overweening pride and sins eventually evolve into a spiritual cancer that on its own can do little but can still find methods to turn humanity's own weapons against it and take the rest of the galaxy with it. Basically, the sins of the past coming home to roost.

...Which are themes that don't require Chaos specifically to exist. Not least of which being that the Imperium already has people continuously rebelling against it and despairing that it's become the very religiously fanatical and ignorant dictatorship that its founder once spent so much time trying to avert. Or in the form of the Eldar, who have outright three separate factions trying to atone for the sins that destroyed their empire while having a living reminder of those very same sins in the form of the Dark Eldar. Or shit like the Tomb Kings who are trying to rebuild a long-dead galactic empire so they can forget how they basically turned like 99% of their people into soulless robots out of spite for everyone else.

Chaos can be neat, but it's not 'integral'. The nature of "there is only war" is that what's out in the stars aren't friendly civilizations looking for compassion and understanding, but people who just want each other dead by default. Aka aliens.
