pretty damn well. You as GM will want to look over the character creation rules before running it
the group chargen means everyone takes turns doing the following

I recommend letting everyone always pick any of the five options rather than limiting them to JUST the ones below or adjacent to below. I definitely believe you're meant to be able to pick anything at the "life changing event" stage of creation

for custom supers, aside from Values and Relationships, characters have a bunch of "Distinctions" which will cover superpowers and such. The game gives decent instructions for what makes up a distinction, so you absolutely can make your own.

Smallville runs on "Cortex Plus", a variant later defined as "Cortex Plus Drama" and if you get to know it there's also the Cortex Plus Hacker's Guide and Cortex Prime corebook both have various mechanics and lists of powers/distinctions/whatever to add in.

I will say It's also *vitally* important for everyone involved to remember that the system is narrative-focused enough that having a maximum score (everything is rated d4-d6-d8-d10-d12) means something is massively important to a character, and not everyone *should* have a d12 in one of their values, nor should players be allowed to just roll their highest value for everything "because that's the lens they see the world through"

if you run or play it like fate where everyone has their high thing and finds reasons to spam it, it SUCKS BALLS and is a bad system.

Of all the starting PC examples, based on the TV series' first season
>None of them start play with a Value at d12
>Only one of them starts with a Relationship at d12
and you can only ever increase a Value by decreasing another Value.
