I've done tons of freelance work in a different (but still art-related) industry and the same thing applies. If the client does not first approach you with everything organized, with clear ideas of exactly what they want, understanding the lingo and the production process, it's a pain in the butt to even entertain working with them most the time. It takes the artist hours and hours just to explain the things to the client that they should already know before approaching the artist, and those are unpaid hours. Time is money so nobody wants their time wasted.

You want a articulated figure fully sculpted, just come to a freelancer with detailed turnarounds, high quality reference images for any complex or intricate part of the costume or whatever, and also have exactly the articulation layout and types of joints you want at each spot also marked onto a separate turnaround. Without all these together and completed, no freelancer will want to spend countless hours getting the client's concepts to this stage.
