Maybe that was a calculated move on their part? Maybe they knew based on the designs they were given that the figures were just not going to sell, but due to a contract they had to make the whole group. So they just did, they made all the characters that would satisfy the contract and released them all at once. Worst case scenario for them, they figures pegwarm, technically they already made their money because the stores need to buy the figures off them, so Hasbro could just move on to whatever was next. And if the film ended up being a mega-hit that actually did well, then hey they just put out a full wave and people would be able to clear out entire shelves.
