Helen is Donald's wife, but they fucked with some relationships and backstory since that scene was supposed to be with Donald and Senator Thurman's Daughter because Donald's colleague was conveniently indisposed for what was supposed to be a business meeting.

The algorithm is actually a person in silo 1 talking to them. The show may have rejiggered the whole silo one thing because they want to push AI as a thing. In the books, the head of IT literally just talked to a guy in silo 1. It's explained in SHIFT.
