this might be incomprehensible to you, but the vast majority of people simply cant uproot their lives and start new somewhere else. a lot of times its not even a simple money issue, if every person you've ever known lives within a 5mile radius of your home then simply leaving is very hard, especially when there's stuff like dependant parents/siblings in the mix.
those people in the reservations arent 22yo men with no attachments and clean resumees who can just grab a job and an appartment in the next big city. they are woven into a net of relationships and dependencies they cant leave.

and the idea that they get free tuition is ridiculous. getting into college is just as hard for them as it is for you. and the best they can do to start a new life is likely some minimum wage job in an expensive apartment. they would only see minimal initial improvements in their lives if they left, so they don't bother with it in the first place. and thats not even taking things like rampant drug addiction and black markets into account. its a difficult situation that is a lot more complex than "lmao just move somewhere else"
