Where are you with the quests of the Bloody Baron and Keira? Novigrad will be a more concentrated experience while Skellige emphasizes the raw, adventurous side with the islands and billion Smuggler's caches. To be frank, I enjoyed all three for different reasons.

Being constantly over-leveled is inevitable if you do side content too. By the time I exhausted all 3 regions where you're looking for Ciri I was level 31 and the main quest that takes you further had a suggested level of 19. It'll be this bad. The main takeaway here is to always try to focus the lowest level content in your Journal, as XP values gets reduced past a level 5 difference (e.g. if you're LVL16 when completing a LVL10 quest you won't get full XP), while 10 level difference means no XP reward whatsoever. The main quest might be an exception but I'm not sure, so prioritizing side content too is advisable. For the reasons above doing quests (way) above your level is counter-intuitive too.

B/c it was designed to get you gear multiple level lower than your current. In short Witcher gear rules them all. Too bad using them invalidates every other loot - that's why I only used the armors and only for the MQ. My swords were all Relics 6-7 below my level and I had dedicated "adventuring" outfits assembled from looted/crafted gear. It'll keep your screenshots fresh! Otherwise just rock Witcher gear and call it a day. Oh and make sure to Dismantle anything that contains the most expensive components (Cured Draconid Leather, Dimeritium/Glowing ore, Flawless gems, Meteorite etc.) as they're required for Witcher gear and cost an arm and leg otherwise.

Not weak "just" unexplained. That's indeed a narrative weakness, even if you realize In W1 Ciri was replaced by Alwin. I'd say read her Journal entry but it's surprisingly spoiler-y (and not just hers...), it revealed me stuff that only happened like 30 hours later.
