The way I like to think of the distinct appeal of elder scrolls games (and a small handful of others that have something similar going for them) is that it's like tourism. You travel to another country, where they speak another language, eat different food, have different culture and buildings and politics and history, maybe have different religion, and if you get to know the locals you'll likely find their personality is different from what you're used to - and you enjoy soaking it all in being somewhere else. You could say it's all a waste of time, because you have food and buildings and strangers at home so why travel (and maybe that is indeed how you feel), but for lots of people being somewhere other than where they usually are is intrinsically gratifying.

Elder scrolls games, more than any other, make it feel like you've gone somewhere else. You can travel freely, NPCs will go about their business as if they were real people rather than constructs operating solely for your personal entertainment, you can learn about the local culture or read in-universe books about history or religion or even just whole works of fiction written by fictional people, and as you explore you'll encounter interesting characters and have memorable adventures. It feels like going on holiday to a well-realised fantasy world, and personally I find that very satisfying.
