Only in the modern day. In the past, 13 year olds were much more mature than their modern counterparts, simply due to being faced with upholding responsibilities at an earlier age. 13 is around the age when the brain stops growing, and even if it hasn't stopped, a developing brain does not equal non-functioning. A 13 year old can still be mentally capable having a child, and even then, a woman's brain will reform to acclimate her to motherhood, making them feel good for simply take care of their child and encouraging them to do so. The idea that the brain reaches full maturity at 25 is a myth from the early days of neuroscience, where the upper age limit of individuals tested was 25. 14-16 is when the brain truly stops growing, and after that point, parts of the brain shift in size depending on how much you use them. I like most of your post, herr anon, but I would encourage you to do some further reading on neuroscience.
