Instead in TES there ARE quests, NPCs, economy etc so levelled loot is sold and when you get the next progression tier up, used, until the next gear.

It is exactly the same shit in ERjust fundamentally they are different games so deal with the progression slightly different, with different game design, even going as much as saying ER is barely an RPG. It is an action adventure with RPG build variety.
Remember ER focus is purely on combat, where TES is questing, looting, dialogue and combat, not focusing ion 1 aspect.

Shit even the witcher 3, one of the best RPGs ever made (excluding old school dungeon crawler faggy games people call RPGs) whos primary focus is dialogue still has tiers and scaling to loot.
RPG, and open world adventure games "have to" have systems like this in place to engage the player and reward the player. Hence task based reward loop.
