Right now it mostly depends where you are.
For european secondary buyers, it's great. The USD is weak and a bunch of people in the US are trying to liquidate so you can get some proper steals on lesser known models. It's not great for the big models though because everyone who sells wants to turn in a profit while they still can, or mitigate losses. But if you're in for something like a Panerai or a JLC, the value drops HARD and you can buy with a record low USD. Shipping and import fees might still keep you below local prices.
If you're a seller, everyone is in a frenzy to sell while there's still some money to be made or to not go full pink wojak. It's honestly best to wait I'd say.

It absolutely exploded during COVID as a lot of people tried to invest into assets and some models were at fairly nice prices secondary. There's been a sharp downturn and a return to pre-COVID levels that spooked a lot of "investhusiasts". That's where the comparison might come from I'd say.
Overall people who tell you that you can invest in watches are about to make some very poor life choices.
As for being "tied", a little I guess since a bunch of these recent "investhusiasts" came in with crypto money. What established boutiques, resellers and vintage dealers have learned is that they really shouldn't rely on these guys or trust them too much. The old guard of corporate big shots, doctors, local politicians and regional industrialists have proven to be a far more trustworthy and far less haggle-happy clientele than the hypebeast cryptobro who thinks he's a business genius.
