Fire types have in inherent appeal advantage but there has do,more to it or else stuff like Emboar would be beloved. Its's arguable fire types have a disadvantage too since they have to live up to Charizard.

that's how most pokemon were, especially for special/elemental moves. Iirc for fire types, only Magby and Houndour get their good moves early, and the latter seems as an intentional compensation for being so late in the game.
