It still amazes me to this day how there are so many civilians in a lost place that is screaming "LIFE HAZARD" the moment you look at it. Are people in Hoenn fucking stupid?

I know the pokemon world is supposed to be a utopia but you cannot tell me people act that careless. Unless it really is a dystopia in disguise and Hoenn is actually a third world shithole.
