If you liked pokemon enough to care about completing the dex you were getting at least one of rse and one of frlg anyways, the gamecube was a bit bigger of an ask if you weren't a gamer in general but renting from blockbuster was still an option at the time. For the most part you just need one friend to coordinate with. My sister and I did it between us and a few events for the mythicals which aren't even required for the games to consider the natdex complete. I had sapphire, fire red, and emerald, later we learned about the cloning glitch, she had ruby and leaf green, since pokemon was our one common ground we preordered colosseum so bonus disc for jirachi, got mew at our local toys r us, and got deoxys and celebi on tour stops.

The mythicals were definitely mostly luck. At least one of those events they were giving out several legendaries and you got one at random, had to go through the line twice to get a celebi, don't remember if we just got lucky with deoxys or if it was a solo distribution. We happened to live less than 2 hours from one stop and had family in the area for the other so as far as our parents were concerned it was a cheap day out to make the kids happy, other kids definitely got screwed over by their area getting skipped or not having anyone to take them even if it was close. Also the bonus disc wasn't well advertised, neither of us knew about it when we started saving up our allowance and dad didn't mention it when he told us he'd placed our order, it was genuinely a surprise when we got it. Europe got really screwed on events, but they at least got jirachi in channel so it wasn't worthless or limited to preorders.
