The easy answer is "Lucario is immortalized in Smash, the other two aren't". But there are other factors at play:

Lucario
>pre-hyped in Gen 3 ala Blaziken, got a well received movie where it appeared as a strong male figure with plenty of angst
>easily acquired, the game hands you an egg for completing a side quest
>feel almost Legendary-rare as you see very few trainers wielding it, but in places guaranteed to catch your eye (Riley, basically a Sir Aaron analogue who helps in double battles, Gym Leader Maylene, and Champion Cynthia)
>is also a strong general-use mon that makes the side quest worth the detour

Zoroark
>convoluted as fuck means of acquisition in its debut gen
>its debut movie depicted it as a mother and a weak damsel figure, as well Zorua as a bratty child (Nips like this, but coming directly after Shaymin meant he didn't stand out)
>Illusion ability was cucked by Team Preview
>a potentially strong mon anyway, but actually using it in BW is near impossible
>who even uses it other than N?
>B2W2 fixed availability too late, and being gifted a Zorua with N's OT instead of owning one of your own feels like you're dealing with basically a traded Pokemon (sloppy seconds)
TLDR: tried too hard to make it rare and exclusive.

Zeraora
>Mythical, automatically a pain in the ass to acquire, though not as bad as BW1 Zorua
>General self-stigma behind using Legendaries on main playthroughs if not plot-given, so even if it's a strong party member, you likely won't use it without feeling like your stomping the entire game even harder than usual
>also a Gift mon, so the "traded Pokemon" feeling is there to a lesser extent and compounds the "it's a cheat" issue due to much EXP
>who even remembers what movie it was in? Generally lacks lore as well unlike the above two
