It doesn't act like a flying squirrel. that's part of his point. No pokemon are actually animals mentally. They're all closer to primitive humans still living uncivilized as hunter-gatherers, because they're in a word yokai. Kitsune, Kama Itachi, Bakeneko, and Bakedanuki are all animal-shaped too, but they're people-y other than being a little more driven by instinct than your average human.

Saying a pokemon is an animal is like saying a Gnoll or Lizardfolk are animals.
