Without hacking/other tools not through the physical carts. And I don't recall if there was ever any sort of event or legit way to get one in the VC versions.

For mainline games yes. I know there was a lot of side-games that let you transfer some of the Pokemon to the mainline games, generally a special or event Pokemon but there were other games that let you transfer most if not all of the Pokemon to the mainline games. (IIRC there was some AR game on the 3DS that did this, among many others) not sure if the methods for any of those are dead now or not.

Also there is a high chance that 7 and later will be cut off in the near future, since those rely on an online service through a 3DS (IIRC you already can no longer download the app to do it if you didn't before the eshop shutdown, someone correct me if I am wrong), while the service is still up for now, it won't be forever. And unless Nintendo goes out of their way to somehow make a replacement, once that service goes down Gen 7 and earlier will be cut off. It They already made it require an app years ago that unless you paid for you could only transfer a small amount a a time from the DS to 3DS games, because god forbid they just let you trade over wireless like DS to DS or 3DS to 3DS games let you. Regardless, I doubt they are going to keep that 3DS Pokemon transfer service up forever.
