Limiting to just classic-era locations means you have to really enjoy camping in the wilderness.

Areas mostly abandoned aside from small critters:

same + difficult to even visit:

Westside Island is the best place to be for having the best nature areas (Emerald Hill, Aquatic Ruin, Hill Top, Mystic Cave, possibly Press Garden) as well as enough civilization to have well maintained locales (Casino Night, Studiopolis, Mirage Saloon)

This is insanely tricky, because it's just our real world, with tons of robots helping society everywhere. Landmark locations start and end with Dr. Light's Lab. Most robot master stages take place in active construction, manufacturing plants, storage facilities... generally not places random people should be.
There are exceptions, but they're very rare.
