I've never seen the AI snap 180 degrees and insta-kill someone under 1 second. They usually turn, then aim, then fire, which at most is about 2 and a half seconds.

You can literally see the AI in the process of its decision-making. 4:30 they begin getting shot at by squad member A, and then 4:52 you can see that they've flanked around him.

If you engage with the AI to the point where they have no position to flank you from, they will just dig-in and use nearby cover.
