Provably false by just looking at it. The 1.5 police department, as the description states, lacks proper wings for one which is what leads to the open exploration. Starting from where Elza begins the game, there are 3 doors in the lobby. One is a hall leading to one room, one is a hall leading to two rooms, and on is a single room. It's tiny in scope and intrigue, and intrigue is the big issue here- that's why Sugimura's comments were in drawing comparison to the mansion. You explore the mansion and its eccentricities draw your attention. One locked door blocks off a whole quarter of the first floor and leaves the player curious as to what could be over there, and so accessing it becomes exciting. Explore the East Wing as Chris first and you get a swathe of locked doors that continue to push that intrigue for the inevitable journey back- what could be hidden in them?

Such simplistic and "realistic" environments don't lend well to that. It needs a degree of absurdity to function as level design.
