Maybe if it was English. Wario's name is literally "Warui" (Japanese for "bad") + "Mario". Warui Mario (Bad Mario). Wario.

Waluigi's name follows this same pattern. Warui + Luigi. Waluigi (R and L are the same letter in Japanese so it works slightly better if you're a Japanese speaker). There's also a secondary pun at play here: Luigi sounds like the Japanese word Ruiji which means similar. Luigi is similar to Mario, back in the day he was literally just a palette swap. And Waluigi is pretty fucking similar to Wario. There's a double pun at play, and none of it translates lol.

The fact of Wario's name just looking like Mario's M got flipped upside down was a fun coincidence that worked out well for English speakers, but the name scheme for Waluigi doesn't translate at all.
