Got me curious so I did some searching. Game was developed by an Australian company so I wondered when B&B actually debuted over there. Found these forum posts.

Do America didn't release in Australia til April 3rd, 1997. Wikipedia says the game came out in North America in 1998 but tcrf and gamefaqs say it was released in NA in 1999 and March 1999 respectively. Both say the game was released in the EU in 1998.

Seems likely to me that B&B didn't start getting any mainstream attention till the movie came out and that prompted someone over there to make a game based on the series.
