The difference is that Sonic CD doesn't give you any reason to explore.
In Sonic 1, finding 1-up boxes, shields, invincibility powerups, and enough rings to get you a 1-up, was very important because that game was decently hard.
Sonic CD is the easiest Sonic game in the Genesis, so none of that shit matters. The only incentive to explore is destroying all the robot generators, but even that's not a very strong incentive since you can get the true ending by collecting all the time stones instead.
CD being so easy also means you won't be dying as much, so you won't be replaying stages and exploring them as much as you naturally would in a harder game.
And to top it all off, the fact that the levels suck when playing normally means people are less likely to replay the game and explore different routes.
You pretty much have to go out of your way to play it as an exploration game, which makes it so laughable when someone claims without the least shred of evidence that this is the "intended" way to play it. If that really is the game then the developers did a shitty job at communicating it to the player.
