Dreamcast, definitely, but only because it came with a powerful SDK that basically hid the hardware and all you had to do was blast polygons through it.
Gamecube, maybe, but it was also fairly limited since they axed the N64 programmable microcode and instead baked the most popular ~20 or so effects into hardware. It was very good for what it could do though.
PS2, absolutely none. That one required you to build a PS2-native game from scratch. If all you did was drop your PC project into it, it would end up looking and running like shit. To get any decent performance you had to build your own streaming texturizer and such. It was an insane console.

Xbox was as simple as the DC in that regard, but it had pixel/vertex shaders so you could do shit like a motion blur in a few lines of shader code without needing to muck about with the framebuffer.
