Most good arcades have fair level design, they are just hard. If you were to give players one short health bar per credit, no random health drops to farm, checkpoints instead of respawn, a fair timer so you don't loiter and hog the machine, 6 Robot Master stages + a Final stage each about 5min long, increase boss healthbar if there is a second player and don't make the boss powers too overpowered agaist each other, then Megaman adapts fine to the arcade formula.
Given how much people die on consoles even with health farming you could make a lot of quarters off that without altering the formula. Megaman heads might be able to clean house but that's true of any arcade game you play excessively.
