That would make it even worse...It's also fucking stupid that it's basically nazis grunts raiding nazi scientists for a nazi corp. It doesn't even make sense for HECU to be raiding black mesa that way. They'd be saving the scientists and helping them capture and study aliens to make advanced war tech for America to take over the world, the thing it's been trying to do for a hundred years but keeps getting it's ass in check.
The only way they'd raid their own corporations if there was some sort of break in corporate power or coup happening, and they still wouldn't be just killing all scientists since those are a commodity for corporations.
The scientists and the plot suggest "cover up"... but from fucking who? Black Mesa and the Government are in kahootz... they don't need a cover up. Like... it's their shit. No one's investigating them but themselves. A cover up would be the news decrying people with cam footage of alien ships and shit or calling in specialists to debunk actual footage as fake. A cover up is an attempt, whether successful or not, to conceal evidence of error, incompetence, or other embarrassing information - which, again... they already know about their own shit.
