Some of those are kinda interesting, if badly implemented (Ryu fake fireball, Cammy backfist having fireball invul for example), some are debatable nerfs/buff (better or worse hitbox, recovery etc) but some are among the most retarded ideas ever seen, especially if you consider that this is a game where the meta has been tuned for over 20 years and people who know how this shit works have reached an internal equilibrium
Giving Honda's jab Headbutt fireball invul might be the stupidest idea ever in a SF game; if you know anything about ST balancing you immediately understand why this is retarded.
Guile's roundhouse Flash Kick moving horizontally, Claw being able to cancel Walldive and T.Hawk's command grab now having a whiff animation are also so fucking bad.
And Sirlin got so pissed he wrote thousands of of words defending his choices; here are all of his reasonings

The funniest thing is, he believed that he managed to make Akuma balanced and fair, and the reason why pro HD players had to ban him was due to "unfixable bugs" and not the fact that he's completely broken still
