I would've recommended BB as well, since its the first thing that comes to mind and somewhat applies.

The good thing about BB is that since its combat is all Turn-based and not action-based like Warband there's no rush on any decision you take.

I'd also recommend Kenshi. It also has combat and its action-based like Warband, but it's more strategic because it's not first-person and you can control all of your characters and order them wether you want them to fight or run away.

It's very hard to want a game that lets you play as a mercenary and NOT expect the game to have some kind of combat.
Closest thing would be something like a simulator where all battles are autoresolved, or grand Strategy games which are more focued on empire-building and the like.
