Fixed amount of usable points per turn, like 10, and then you just use whatever you can up to that maximum pointage.

So it's not MtG but actually an RPG with cards. I suggest not making it a pure card game but making it with the ideal of a card game. Something like Vantage Master but you have a limited deck of summons or otherwise leaning more into the strategy genre. Have to actually lead units to capture mana generation points or something.
