They didn't fix shit. They made the game weird, but functionality-wise, it was a bad patch that absolutely gutted AI and would need another one or two major overhaul patches to make changes from 2.0 work out.

Is that it's a broken game, with badly implemented POP system (copied from bad game that was EU:Rome), bad research system (first copied from EU:Rome, then replaced with somehow worse one), bad character system (that only exists to chug on resources of your PC and does fuck all and was copied from EU:Rome), bad military system (since it's player-exclusive, castrating AI's ability to mount any kind of defence) and also plethora of changes added betweeen 1.4 to 2.0 that rather than improving the game, dumbed it down for player and made impossible to play for the AI.
Also, until 2.0, I:R was the only PDX game that allowed players to play as OPM and/or minor and still being able to play ball with the big dogs since EU3, but of course, we can't have nice things, so it had to be gutted.

It's a bad game that they've been fucking around with for three years until they finally gave up, realising its unsalvageable - and majority of its issues are the result of directly copying horrendously bad mechanics from EU:Rome, further compounded by making the game mana-based for the release, only for THEN to try to backpedal on both of those despite having them hard-coded into the game's core. In reality, they should give up after first three months, because it was a turd they've needlessly tried to polish for all those years, costing OTHER titles crucial resources and manpower to get their updates properly implemented
I:R is effectively Johann fucking the whole company over with his pet project, and the first year when this game was still "active" is easily the worst time for PDX in term of sales, quality control and PR
