It loses a lot of weight since there's only two real political factions per game and two loosely aligned citizen categories so it's really just a matter of making one side really happy and suppressing the other until they have a very tiny fragment of the population. The choices each faction makes are always positive and just opposed by the other side, so you never run into a situation where the faction you supported so hard proposes something retarded or selfish and you get stuck acquiescing to them because there's no meaningful opposition in the city.
